It’s part of the underground Capitol Visitor Center built in 2008. Toured it in 2014 when I served as my father-in-law’s Honor Guard on his Honor Flight to DC. He was a bad ass infantryman in the Korean War.

The second link you posted contains one of the images I saw on FB. Looks like someone is just trying to compile photos together to make it look like they are excavating stuff. But in any case, it does seem very odd that there is a large underground complex underneath the Capitol. I knew there were tunnels and such, but I had no idea the extent of the underground there.... still very strange. Maybe it had to go underground because of lack of space to build above, but I still get dark feelings when things go underground knowing what these people are up to.
The steam tunnels gave me the creeps, lol. Pretty big tunnel for steam... I’m sure the info’s out there, but they probably converted this tunnel system into an underground subway network to travel between the buildings; certainly spacious enough. Question is - is it a completely enclosed rail system, or does it connect to another system? Are there any street accessible entry/exit points?
I once worked in a building that was linked to others with underground tunnels. It was nice to be able to get around without stepping outside in winter and could even get all the way to and from the parking garage but damn was it creepy at night when you're the only one there locking the place up.

That's what I'm talking about!!! I went searching because I saw some pictures posted on FB from some Russian account or something, with like an excavation process going on moving serious earth in front of the Capitol Building. This image came from google maps. Had 193 likes on it at the time I screenshotted this pic.

Update: Photo was taken by a man named Gene Fontanilla, he does reviews of places he's been on google. I could not find a date. And it seems this is well known about. But I will say that this, all of his other pictures don't have but maybe a couple thousand views at most. This picture of his, has over 87 million views. Possibly because it is one of the first pictures on google maps of, "The Capitol Building". But I say that is a very large number of views. In any case, I guess I just got a little trigger happy when I saw this photo. Bunk Hopium.

Edit: there could be many sets of tunnels underneath the capitol, I know Chicago has around 6 sets of underground tunnel systems

Hmmm... this actually piqued my interest even more because of the difference in the size of the ‘structure.’
Yes, after looking into it, I see the elevated section is the same size in each picture. However, the removed panel in OP’s pic is from the ground level - looking into confirmed that the missing panel wasn’t from the same section (raised) of the area. I posted a link with a better view, if you want to take a look to see what I mean.

That link checks out! I looked for other pictures of the Capitol building, but I didn't see that structure. Good find though nonetheless!! This is why I asked for help.
