And it's real clear, too, when he says it. At half speed, it comes out perfectly clear.

Xiden clearly says "salute the marines" in a deadpan voice. Only a moment before, he was cheerfully asking someone in the crowd "how are you?"
As if the audio wasn't clear enough to know he said "salute," the stark difference in his vocal tone also gives it away.
The handler speaking through his earpiece said "how are you?" in a cheerful tone, and so did Xiden. Then the handler said "salute the marines" in a deadpan tone (because it was an instruction, not dialogue), and like a good puppet Xiden repeated the words in the same tone.
Dont forget the "Salute the Marines" thing.
