There are no specific dates listed, nor is from "time to time" defined.
Further, it is common practice or tradition that incoming president delivers an address to Congress in February of inauguration year of first term, that speech is not officially considered to be a "State of the Union"

We have had many great "changes" this year, it wouldn't be out of the norm to consider this is just another excuse to put up another lid.
Well, I would think for #1, the incoming Pres. hasn't been in office long enough to give such an assessment that early into his term. I thought new incoming presidents didn't do a SOTU until the end of his first year in office.
Trump delivered his first State of the Union on Feb. 28, 2017. Trump will be speaking at CPAC on Feb. 28th. Biden has no date to give one. Nothing to see here.

For what its worth, not taking sides just an observation: The meme or OP or whatever the fuck that is did not say anything about Former Vice President Biden being bound by any date to give the SOTU. Yes is does imply what you went off about, but it does not say it. The only date pointed to is the trump date.
