Wouldn't it be easier to sink a corrupt organization if your guy publicly behaved in a corrupt manner?
Maybe Wray is playing his part to perfection.
If Wray is playing a part, wouldn't that suggest that he knows the plan? I have always been under the impression that the plan was only know by a very small group of people. It is very confusing.
