The finials on top of the flags, plus the yellow edge on the US flag.

What about it? It would have been more impactful without the yellow fringe IMHO

Or “suspends constitution”.

However, I think the literal meaning has been detached from it’s use and it’s moreso just for decorative purposes. I’m not sure I’d read into it too much.
