The human eye focuses on a single point in space. More specifically, it focuses on a specific distance. Its depth of field is very small. A good camera can have a much larger depth of field because it can restrict certain light rays from passing through the lens (aperture control). This is what I called a "multiple focus effect in 2D" for the sake of brevity.
Indeed, this is exactly what has caused confusion in several of these "fake" videos (the inauguration e.g.). I think that is what is causing the issue here as well.
Please do, because in the "higher res" videos (as opposed to a couple very low res versions I saw) I am not seeing that. Please point these effects out to me (where they are, timestamp, etc.).
Depth of field effect is called "Depth of Field effect" unsurprisingly.
DOF doesnt produce the multiple visible errors in the clips.
Provide a high res clip (at least HD 720p) and I might walk you through it. The original clips posted online by official sources were both potato quality so you have me intrigued.
But honestly someone that thinks "multiple focus effect" is a thing probably isnt going to understand much.
I'm an engineer with a degree in physics and an amateur photographer. I'll manage.
I used the term I used to explain to people who would have no idea what DOF was how both the microphone and Biden's hands could appear in focus despite them being on multiple (2D) layers.

So are you saying the video isnt CGI? Or are you saying bidens hands and the deadcat are on 2 seperate layers (is CGI)?
Still waiting on the higher res video that you saw with your own eyes.
