You have to differentiate between trolling for lolz and trolling to destroy a community. Far too many communities have been destroyed by professional trolling - so you simply cannot say "yeah just ignore them and they will move on". These are psyops. You could be the re-incarnation of Zen and ignore them, but many in the community will let them get under their skins and eventually turn on each other.
I think it's probably more likely that the ISP owns the blocks, not the shills. It costs nothing for the attackers on a common ISP to run VPN exit points for each other, coordinate efforts out-of-band and an IP address change is as simple as a reboot of the CPE router.
Two can play the game, though.

Collect IPs and messages connected to the shill activity and flood the ISP's abuse mailbox, FCC, and potentially the FBI's hate crimes tipline with reports. Maybe someday the federal government will get back to doing its job, but at least create noise in the meantime.
If there's a based State AG somewhere in the jurisdiction (like for instance the shills were posting from an Austin TX ISP), bring state authorities in on it.

Also, I wonder if these days they deploy NAT or do they have the luxury of allocating an IP for each machine ?

Well, if you throw darts in the dark and they all hit around the same area then you know there is something there. If you see the shills keep coming back with different IPs in the same general range, you know they have control of that range. Whether they are in the same physical subnet at the router level or not is probably of minimal interest.
Doing an IP looking would be interesting, but my guess is that any admin worth their salt would have already done it to at least report abuse. So I am assuming these are IPs that dont give much useful info regarding their owner.
It would be far more interesting to maintain a database of these IPs and share it with other patriots running other sites and develop some intel regarding their methods. Anytime a user gets created on any forum from one of those IPs - boom - tag it and run their posts and activities through some AI and try and learn about their techniques and perhaps turn it against them.
Eventually we can create anti-shill shillbots that herd these shills and force them to engage with nonsensical stuff making them think they are winning, but just wasting their time.
