Well that's obvious. This bill simply makes everyone who owns or buys a gun a member of the "unorganized" state militia, unless they want to be excluded.
The problem with joining citizen militias is that they almost always get infiltrated by the feds. That makes each member a tall nail. The Elites don't fear the tall nails, government possesses both the will and the means to crush those folks. What the Elites do fear (or should fear) are the quiet men and women, with low profiles, hard hearts, long memories, and detailed target folders for action as they choose.
You don’t need to join a militia to keep your gun rights. You are already militia by default, SCOTUS declared such in their ruling on the DC gun ban back in (2008?).

We already have federal law that defines the militia as all able bodied citizens
Guns might be the only thing we can trust, besides God, when an election can be stolen.
