That's not true though, at all. Nixon famously visited. It's protocol for Presidents to visit there, some decline for diplomatic or time sensitive reasons.
Trump was invited to a state dinner, which was more unusual, but that was a lot to do with diplomacy. Prior to Trump's visit and during Obama's terms, it was still only 100 years since the Boxer Rebellion.
