It appears to be an executive order authorizing the Federal Government to seize any and all Russian property, funds or interests in the U.S. and to prohibit any business dealings with any Russian entity.
The terms are so broad and cover so much ground that it may also freeze any individual assets owned by Russian citizens, prohibits or restricts travel to the U.S. by most any Russian citizens and restricts nearly any trade between U.S. businesses (or our allies) and any business in Russia.
The executive order reads like stereo instructions... but it appears to be a complete financial cut-off of Russia from the U.S., including freezing or seizing any of their assets and discontinuation of any contracts or business agreements which have been made in the past.
This executive order is so broad and puts sanctions on anything that is even remotely Russian.
Why now? Why the sudden urgency?
The new Nord Stream 2 gas pipeline project between Russia and Germany is nearing completion. The 10-billion-euro ($11-billion) pipeline beneath the Baltic Sea is set to double Russian natural-gas shipments to Germany, Europe’s largest economy.
The United States and several European countries are deeply opposed to the project, arguing that it will increase German and EU dependence on Russia for critical gas supplies. The pipeline also avoids Ukraine, depriving Kiev of gas transit fees.
Think about why the recent military tensions between Ukraine and Russia (most of which is being pushed by Ukraine). Outbreak of fighting would provide a legitimate reason to target and severely damage the Nord Stream 2 Pipeline.
This has been the long-game of the elites for a while. The only reason they want to punish the Russian boogeyman is because Russia has been moving financial instruments away from US (petro) dollars for a while.

I forgot to mention: Currently, for all Russian gas flowing through Ukraine to Germany or any EU nation, financial transactions are in U.S. $$$$$$.
