We've proven in dogs, horses, etc that actual behavior traits and immune responses can be passed down genetically. Breeds have been developed to filter or amplify specific traits. Looking at the history of Africa, there's nothing that would correlate to intelligence being a factor that is inherited genetically.
On the other hand, the smartest racea all have surrounding historical factors that meant intelligence as a trait would be passed down. Whether it be the mathematical developments in Asia and Latin America, or the aristic and philosophical renaissances in Europe, there is precedent for genetic superiority there.

There are probably hundreds of races. I would go so far as to say that every tribe is a different race.
Doesn't mean one is necessarily better than another.
Race just means extended family. It is arbitrary where you draw the line; lines are fluid, not absolute.
Maybe they should be drawn along language lines as well as genotypical? Then Africa would have more races than anyone else.
