Maybe he doesn't know WHAT to do anymore? Either way, this is a very nice red pill for the brain washed masses.
I see your reasoning, I can see that in theory that masks might reduce the viral load,
but many studies for years have found no benefit.
This. There are literally dozens of studies over the past 10 years that show no statistical difference in wearing or not wearing a mask to prevent passing or getting a virus. All the drops end up in the mask which still go right through the fabric.

https://www.cidrap.umn.edu/news-perspective/2020/04/commentary-masks-all-covid-19-not-based-sound-data University of Illinois concluded face masks have no effect in everyday life, neither as self-protection nor to protect third parties

The risks outweigh the sole benefit. Herd immunity is preferable anyway.
100 million covid particles can fit on the head of a straight pin. Tell me how a mask will prevent those particles, which can only be seen with an electron microscope, from getting through a piece of cloth?
Meanwhile, go through a store and touch items which have already been touched by someone who coughed into their hand before putting on the mask.
