Yep, but only in theory. In practice, it means the Fed Govt is THE ONLY group that can legally target and entrap it's citizens.
Just look at how EVERY FBI/DOJ/DOD/C_A sting over the last 50 yrs has gone down. Including the stings against pedos. I'm a survivor of pedo attacks. I know this position isn't a popular one, but if we're gonna end the bullshit, then we need to do it in a lawful AND legal manner. The fact that we don't leaves too much room for criminals to skate off.
The fact that no one has caught on yet is actually a little frightening. It means people are way too comfy giving up their power to The Fed Govt.

The answer is it depends. Merely creating an opportunity for crime isnt. But inducing or persuading someone to commit a crime that they wouldn't have otherwise committed without that persuasion, is entrapment. You can see how fine the line can get between those two.

Read up on Ruby Ridge. The whole way that thing got started was the ATF sent an informant to bully him into making illegal shotguns. They didn't just buy them from him. They convinced him to make them and offered a huge sum of money knowing he was having money troubles. All in order to get him to violate a gun law that in theory violates the 2nd amendment to begin with. Then they shot at them etc etc.
Now imagine none of it ever happened. He would have just stayed up in the mtn and never hurt anyone. He wasn't a threat to anyone. They picked the fight with him. THAT is the real problem. The feds are protecting anyone. They aren't chasing criminals. They are the criminals.
How would it be entrapment?
