I'd put a disclaimer on the very bottom warning them to make sure their wills/trusts are updated... even if they win, they won't be alive to collect in person! Choose your next of kin carefully.
The picture of the die and the background have too much contrast.
Either impose the white background (copy the die to a new layer, mask the die out without the shadow then set the original image to multiply with the masked copy of the die on top) or add white padding around the die and then add a border around the image that is yellow with medium thickness and curved edges (or corner, it can go either way).

Good point. Also may add that life insurance doesnt pay out if death caused by experimental drugs or treatments.
Keep it simple. "Print next of kin on rear."

Also the silver color from actual scratch-offs might help visually as well.
Maybe black outlines around the gold lettering and gold scratch-stuff, and around the white box.
Nice job, though! It already looks very good.

Just dying for the chance?
I'd add some "small print" to the ticket mentioning the percentage in taxes that the "winner" is going to have to pay back to the state.
Make the yellow scratch areas like a darker grey...
Maybe it should say COVID VAX lotto. Or VACCINE lotto. Not just COVID lotto.
