Flynn's brother is the head of the US Army in the Pacific. Some people downplay this by pointing out that the Marines have a larger presence in that region than the Army, but the fact that he was promoted at all is evidence that the military is acting independently. If it was up to Biden and his DoD, both Flynns would be on their way out.
Also worth noting, the Army said that they will not be investigating Michael Flynn for his comments about the "coup" in Myanmar. If Biden was in control, why would he pass up such a perfect opportunity to silence him once and for all?
The people pulling Biden’s strings may feel as though Trump and Flynn have been neutralized.
