When someone has damaging info and they feel they're in danger of being murdered, they let everyone know that the info will be released if they end up dead. Known as a dead man's switch.
People "in the know" tend to have their evidence encrypted but publically available for anyone to download. The owner of the data periodically resets a program that is set to release the password/encryption key. If the person isn't alive or capable of resetting the program, the password/key is released to the public by the program and they can unpackage the stuff. Think of it as a basic life insurance policy :-) .
