People "in the know" tend to have their evidence encrypted but publically available for anyone to download. The owner of the data periodically resets a program that is set to release the password/encryption key. If the person isn't alive or capable of resetting the program, the password/key is released to the public by the program and they can unpackage the stuff. Think of it as a basic life insurance policy :-) .
