the simplest interpretation is that someone in charge of the fraud went and had a meeting with the printers who made some of the ballots (either the ones that were intentionally offset so they would need to be "cured" or the outright frauds) in order to make sure that they were sticking to the "story". only the printer had rolled and wore a wire.
