For those who don't understand how 4chan works, look to the bottom of the picture, that portion is from 4chan.
The id being used to identify the poster on 4chan is:

and their message was:
"The offshore servers are being spun up. As soon as the contingency data is replicated to the network it will be made public. You will know when the time comes, soon."
Implying that the White House got hacked, because of course, McAfee's area of expertise is anti-virus/malware so he "hacked" them by planting his software there.
I have no idea, but the typography of that tattoo immediately cockled my cockles. something's up with it. I don't know much about McAfees personal style, but he doesn't strike me as the type to make a "Rich Man's Prison Tattoo" (weird dollar sign, lack of an E) just for the sake of hip irony.
I could be wrong - maybe he has some Von Dutch Douchebag in him.

+++ could be a reference to Intel's node size. It is commonly joked to as 12nm+++.
I never noticed before that the $ symbol, like on his arm, kinda looks like +++ stacked on top of eachother.
