It does seem that it's been stuck at 60% forever. When this has happened to me, in my job as a software application consultant, I often will look at the actual transactions being processed, or database records being written, or CPU active threads to see if something is indeed happening, or if we are simply stuck in a loop.
I think we can see some interesting things happening which would tend to carry the needle forward, but also something occurring which would have opposite affect.
I know the USA is important but by the look of things all counties have been hacked, had ransom ware, spyware, viruses and malware installed. Can we we get them all restored?
