Nope. The scare event has to force the sheeple to wake up... That requires something very serious that the sheeple CANNOT ignore, or rationalize, or spin - which affects them personally.
The real problem is the sheeple's blind trust in whatever the MSM tells them to believe, and that the government will solve all their problems and take care of them, like surrogate parents for those that never grow up.

Just think of the safety signals so far regarding women's reproductive health:

If the good guys are the good guys then they would want to minimize death.
Otherwise they're not good guys. No amount of "but the sheeple need to wake up" is an excuse for abusive behavior. Either they're white hats or they're grey hats.
