This letter leaves more questions than it answers.
What was successful? answer: the taking of steps to stop the activity. It leaves the question open whether or not they actually stopped it.
What is a protected voter?
Based on what criteria and information was it determined to at this point NO REASON exists to belief data has been shared? How do they know? Where did they look?
How did they determine it was only one individual?
How did it happen and what is been put into place to prevent the same? What other vulnerability measures are left unanswered?

I keep thinking they were trying to determine who did not vote on election night so they could change their status and inject the ballots they had stashed.
That is an astute idea.
