It would be very easy to find out if that paper was used by the county or if it was printed someplace else.

I worked in printing most of my life and the amount those ballots were off.... scream counterfeit ballot operation.

my uncle who prints by the pallet said that you can tell whether a printing is from a second run on the same printing press. everything is tracible if you know what to look at
