My husband said something about a wobbly moon. I haven't looked it up because quite frankly I don't trust the scientific community.

No idea what exactly they mean when talking about wobbly moons, but given that its orbit is an ellipsoid and that there are several other planets that further impact the moon's orbit that could well make the moon "wobbly" in some constellations.

This is happening in Wayne County, Michigan too. 3 weeks ago today we got 6 inches of rain overnight, now this new system is going to dump close to 5 inches total before morning.

The precipitation in the Ardennes (Belgium) will flow through the Maas.
@ Waal: Nijmegen know quite a shap turn, but a "Room for Water" project has made it easier to flow.
Before this sharp turn, the Rhine will bend to the north to Arnhem, and then bend east and the IJssel will get's it's deal to manage.
In the last 10-20 years more than 40 projects have commenced to manage a higher rate of precipitation. Let's hope the dikes and water spill / containing areas will be working as calculated.
