This whole thing just seems off. They don't need to actually land or take-off on a stretch of road to know whether it can be done. They already know how many feet they need and wingspan clearance they need. Other than that only the surface condition of the road is needed and they can get that by simply physically inspecting the surface.

Well parts of Civilian road and highways are technically capable of serving as emergency airstrips.
So it does make sense that the Military would be interested. Especially as strategic planning continues to revolve around a war with China.
Not to mention it would also accelerate deployment of Military assets to domestic locations. Allowing rapid deployment of forces theoretically on top of a target. Instead of needing to drive from an air base, airport or other such installation.

This is like the "test" they ran in downtown LA. US military will never use a random road in Michigan as a test for aircraft. Something went down in Michigan.
They used to practice this in Germany during the 80’s. It was assumed that airfields and runways would come under attack and would be temporarily unusable so needed to practice alternatives. Also you don’t want to keep all your eggs in one place so you spread your aircraft out to undisclosed and moving air strips that changed constantly.
