Can you explain how they will charge him $200? Will the company provide their own testing and then deduct it from his salary? Or do they expect him to pay for it out of pocket? What happens if he refuses to pay?
Can your father ask for a raise equivalent to the cost of testing? If the company wants to keep him as an employee, they might just go for it.
Sadly yours is not an isolated problem. Many of us are struggling with similar issues ourselves right now, or have family that is facing this problem. At some point, the world governments are going to cause a bifurcation in society between those willing to become lab rats, and those who refuse. Unfortunately, it is going to be a difficult transition for everyone who loses their jobs and has to adapt. I can only hope that there is a divine plan for all of us who aren't willing to defile our bodies.

Demand tests for every employee that is also vaccinated, at their cost. For equality reasons.
Otherwise get a lawyer and sue for discrimination.
