This statement, Lindell's info, the audits, Trump's earlier statement that China owes us $10 trillion in damages, all of this fits the description of retorsions. Proportional actions taken to persuade an enemy to cease violations of the Law of War. I do not believe that we have not hit the trigger for reprisals... yet.
