Every state gets paper for federal election from the US Printing Office. All federal ballots are the same size so this will be on the edge of every legal ballot. It can have all types of info encoded in it. Ballots are a controlled item like money.

I think that line is the edge of the surface they used to line the ballots up under the Jovan camera during the audit. It makes sense that every ballot is in slightly different position relative to the edge for each individual photo.
What I finally realized we were looking for is the little bluish dots randomly throughout the ballot. It's very hard to see unless you focus in by enlarging the whole video. At first I thought it was lines but then I could barely see the blue dots scattered throughout each ballot.
It matters to me because if I try to discuss it with somebody I won't be able to answer basic questions about how it works or where it is on the ballot or anything.
I wish he had explained it better. What part of the ballot were we looking at? How big an area? What were those white lines moving around?

He's referring to the small dots scattered throughout the page (which are circled).
This is the equivalent to the tiny yellow dots that inkjet printers place on every printed page, which ties the printouts to the source.
