Really this whole thing comes down to one thing. In a binary battle between two sides, there is ONE truth and that truth favors ONE side. If the truth favors the "white hats" than Q is a benevolent operation, if it favors the black hats its malevolent.
Now you have to ask yourself, all the cards on the table, all the hidden knowledge brought into the light, which side benefits most? The white hats. That means Q has to be a benevolent operation, plain and simple.
