It's sounds contradicting, no? Let's think about this for a moment. Is this a good way of getting rid of undesirable people? Could the rural population, who don't work for anyone benefit from this? In government, this acts like the 'Don't ask, don't tell' policy. I think there's more to this than the seeming contradiction.
