Yes. You can get anons looking in the right direction with questions without actually giving away the answers. Itβs all in the ?. Put a period instead of ? and you have a statement of Classified information. The whole thing is just brilliantly executed.
I don't agree. If Q+ was truly Trump, then as the CiC he had full authority to unilaterally declassify anything he wanted, whenever he wanted. The only reason they'd have to use code to ask questions would be if they didn't have authority. That would mean Q+ wasn't actually Trump then.

Aside from the fact that some stuff can't be declassified (Q's words), you can't tell your enemy what you are going to do. Being vague actually protects the mission.
