When the Germans occupied Poland in WW II they took this strategy but they didn't confront them with facts, they eliminated them. I'm in no way saying that is what should be done but this is what the Polish resistance and the French resistance did. Don't confront them when they are strongest, separate them from the herd and deal with them...in a peaceful way.

That said, my friends who are honorable prison guards, detectives & street cops all alleged (claim) that the management are all idiots that have ruined common sense & any desire for sticking around.
Sherrifs need to be in charge of the prisons & it may help to make all police captain voted in like the mayors/council members. Assuming the votung systems get purged of the current fraud.
