Close, but a few details are off.
NIH director is Francis Collins. Fauci is director of NIAID. I also had that wrong, originally, and Powell did not mention any names. But Fauci really runs things, IMO, because he decides who gets the government grants.
The patents that the gov't owns for monitoring and change elections are one thing, but she said that Dominon had 19 patents, that they gave to the Chinese bank. She didn't say what those patents are. But we can guess that at the very least it allowed access remotely.
At that time, Elias A. Zerhouni was the NIH Director. He's an Algerian who was appointed by "W" Bush.
