Once arrests starts there will be a lot of people that have to be contained and sorted through................

There is a possibility the camps are being built for the vaccinated.
More likely than OP's theory.
We have existing prison systems, public, private, and military for what OP suggests.
They are being built on Native land is that correct? If that's true, let me put this out there.
I can't see the Natives letting the gov't build on their land if it wasn't to benefit them as well. Taking out the DS would greatly, greatly work in the Natives favour.
The camps aren't large enough or numerous enough for this even if just 10% of the population was vaccinated....
