I genuinely don't think Gladys' resignation is a white hat operation. She was being threatened with an ICAC investigation for a while (unrelated to COVID). This was likely the blackmail that made her turn from "absolutely no lockdowns" to some of the most egregious lockdowns the world has seen. I think the deep state gave her the flick.
However, I do agree that its the equivalent to the Governor of New York resigning - something worse will take her place.

I think the DS followed through on their threat after she started to show weakness by softening on the restrictions in the end.
There are different forms of protesting: those like the yellow vests where people take to the streets in mass- which have been ineffective in France. Then there are those like in Russia, where the people refused to enforce the vax pass mandate and it was cancelled. If the mass protest doesn't work and the enforcers coerce like they do in Australia, then there remains but one option- revolution. Revolutions are fought in many ways, from India's revolution over the British via solidarity, to America's 1861 where sections broke off to form their own government, to a full on 1776.
It all boils down to resolve and fear, which side has more resolve and which one fears the other more.
Her resigning didnt have to do with protesting though...
She resigned because it's been revealed that there is an investigation into her corruption.
