I don't know who is calling the shots, but it ain't Biden. Biden is 100% expendable and is there to take all the blame. They don't have to worry about public perception anymore or trying to win an election. Biden is a 4 year president, at most, no matter what happens.

Any power that doesn't want to have power taken from them either way would keep the population comfortable enough to not make it worth their while to change government. Deliberately setting it up so that the people you govern grow increasingly miserable is not something even the CCP and other dictatorial regimes do. Honestly, this shortage hurts Chinese companies and the purveyor of Chinese Goods in the US (e.g. Walmart, Amazon).
I don't know if XiDen pulled the permits for owner/operators but I do know that Calif's own Green New Deal is preventing any truck older than 3 years old to haul cargo in or out of the ports.

The state of California passed a an emissions law last year that forbids any truck manufactured before 2001 from operating in the State of CA. This took about 50% of the truckers, including owner operators off the road due to the exorbitant fines levied against them. The Federal Government had nothing to do with this. They could step in however and force CA to suspend this law to clear the backlog but probably never will.
