666 is always Cabal comms does not mean its being covertly controlled by the White Hats.
The way I read it is, whenever there is a 666 related comms, its Cabal agents who believe they are winning, informing the rest of the Cabal about what they are doing.
When you see a 17 related news, its White Hats informing their operatives in the field that they are behind that news. These are comms which the Cabal would have figured out anyway, so they overtly announce it. It also helps to let us know that everything is going as planned.
