18 U.S.C. § 713 You can’t use the seal in any political ads.
My question is, does this qualify as a political ad? It's published by the DNC, sure, but it's a (seemingly) factual statement accompanied by a dry video clip.
"...for the purpose of conveying, or in a manner reasonably calculated to convey, a false impression of sponsorship or approval by the Government of the United States or by any department..."
Based on the wording here, it's possible the DNC is just trying to cover their asses. They're well acquainted with that practice.

this is a weak reason, the seal is literally never been blurred before, I implore you to find a single instance of a previous president ever blurring the presidential seal, or ANY video containing it with it blurred. You will find nothing
Its not misinterpreted, and it does seem to be the only valid reason that exists, my point is that it is highly unusual. You wont be able to find any previous presidents blurring it on their personal pages. I implore you to prove me wrong and find one though.
But the real story is that this is photoshopped or done on a green screen. With the woman in the red scarf clap right through Bidens head. It's hilarious!

If it is on an OFFICIAL Government channel, it won't be blurred.
If it is on a private or political channel, it will be blurred.
Did they ever blur it for Trump anywhere you ever noticed? Nope. Devolution evidence.
I've never seen the seal blurred. Ever. And I've been around a long time.
Not saying that I know why it is blurred though. It is just different than every before.
Me Too! I've been watching since 1963 and I've never seen a blurred seal for a presidential ceremony.
Its never been blurred for any previous president. So dont buy into the glowie narrative they try to implant here.
