A black person's hair would typically be darker and the reason their skin is slightly darker is due to the "tinting" of the windows. If you go slowly you can see the driver side window is either partially down or broken and you can see the skin is more towards the lighter side.
Yes please compare the actual scene as if you were viewing it remotely with quantum computing, a psychic, or project looking glass. That is how the "illuminated" keep doing this. It looks like a perfect depiction of events days before the live viewing.

The driver looks white to me. And the context is showing a panic scenario in a typical South Park background. Probably started with the writers thinking of people freaking out in the street, then they added a car driving through for comedic effect. Red is a common color in cartoon cars.
Though I suppose it wouldn't be first time South Park forecasted something like this. Who really knows.
the 100% specific context doesnt really matter, you're still being desensitized to seeing a red suv crash through a crowd of people in a nice little towns street.

I agree with that, but the style of hair and color isn't consistent with what black people typically have.
