Just don't answer it, and ignore any followup letters. You can't be forced to give evidence against yourself.

They already fished, and pulled up her name and address. If it were the feds, and they cared enough, local agents would've shown up at her door. Odds are that this is what it appears to be. But it's strange anyway, and I'd think it over before responding. Not sure I'd want to help somebody sue Ramada over bedbugs. And the law firm will probably call on the phone or send her an email anyway, if they're going to do anything about it.
Burn it, move on.

Ignore it, they are fishing but not for your whereabouts, if the feds want to know where you were they simply run your phone in most cases, bank accounts, credit cards...you have to work at it in order to not be seen.
If your parents stayed there, odds are there is financial record of this. This is probably how the lawyers found out that your parents were in that hotel. The lawyers are probably going to collect 50-75% of any claims they collect on behalf of the people who got bed bugs.
I would either engage a lawyer to respond; or not respond at all.
