I knew this looked familiar. It went around spring 2020 when lockdowns were starting to be ordered. All I can find are articles "debunking" the claim. So you know which original ruling or complaint the statement came from?
I found the ruling and there is no wording in it that matches what is circled above.

Sadly, the problem is not with the Constitution or the laws. The problem is the corrupt justice system not following them.
We need to increase our standards on this kind of thing (something submitted non-subjective, non-hidden information, aka FACT) to include links to sources that back it up.

One of the many shames this generation bears is the lack of knowledge of our great Constitution.
This has to do with the actions the tyrant Lincoln took to throw folks in prison, during a time of war. So the quote above is someones thoughts on the constitution being the law of the land under any and all circumstances.
