Bogus article. Claims 100 gigawatts of power produced, but HAARP website only mentions 3.5 megawatts (Wikipedia says 5 MW). That's a factor of 30,000 exaggeration. And where would the electrical power come from, considering that a major powerplant only produces 1 gigawatt?
Also, high power output does not require high voltage.
This is a dream fantasy. It is an embarrassment that grown men are playing with closet goblins.
The HAARP facility in Alaska was the "proof of concept" prototype. In the many intervening years the technology has become refined and improved and militarised.
As a death-ray designer you must already know this.

As a real death-ray designer (high-power lasers) I really don't know it at all, nor do you or anyone else. Because it is bunk. Either you are having fun with a LARP or you are seriously deluded. 100 gigawatts? Do you realize this would take hundreds of powerplants to provide the electric power? Show me where any of that is. You can't conceal hundreds of powerplants, having no other purpose.
The only concept that HAARP employs is to perturb the ionosphere a little bit in a measured way, so the OTHER SENSOR ARRAYS can see the result. The perturbation is erased in about 10 minutes by the natural turbulence in the ionosphere. The ionosphere has nothing to do with weather phenomena. As a death-ray designer, I do know this much (and apparently you don't).
Do you really think they're going to publish the real numbers? The Navy doesn't publish the real top speeds of ships.
Why shouldn't they, it if it not a weapon system? Show me better numbers. Also show me the 100 major powerplants needed to support a 100 Gigawatt beam. (And it would actually be more than that, because of energy conversion inefficiencies.) Just because you loonies have a bee in your bonnet does not mean that your fantasies are real.
My handle is for real. My last professional involvement was the YAL-1A, so I don't buy this closet boogeyman business.
