You have to read between the lines man:
"The president of the United States of America, authorized by act of Congress March 3, 1863, has posthumously awarded..."
The president is posthumous, and is awarding the medal (i.e. Biden is already dead).
Maybe he meant it and was referring to the real sleepy (as in dead) Joe?
