This is a comm for an agreement with the UK. The matter is classified and will not be revealed, but some kind of deal has been made.

To me the comms seems to be that the UK is making an agreement with a force its hostile, but one that is neutral on a situation. The US is staying out.
OR it could be interpreted as they did it behind Biden's back. aka they deliberately made deals without including the Biden administration.
