Not only must congress not be exempt from their own mandates, their punishment for violating their own mandates must be at minimum 1 year in jail and removal from public office.
We must ACTIVELY PUNISH politicians who push "rules for thee, but not for me!" type crap. If you push a policy with no basis in science or law, and you violate that policy, you go to jail and you get kicked out of office. Period. No ifs, ands or buts.

I'm not opposed to trying to fix the damn thing, but I don't think that's an option and even if it were and we made ironclad checks and balances, I think it would all fall apart again over time for the same reasons. Which I guess is what Jefferson meant when he said we'd need a revolution every 20 years to keep it in check.
No a heavy scrubbing needs to be done. Civics back into classrooms and get the indoctrination out of education. Teach children about money, and remove the public unions. Corrupt all of it.
