666 has previously been blacklisted from the normal generation methods because no one wanted that as part of their SSN. Thus it's basically free space inside the SSN database.
This is a red-herring; 666 is one of the few "banned" SSNs; I think they just use that to mark the form as "invalid" since the form likely made SSN a required field.
That's what I thought at first, but are there any 3 valid 3-digit SSNs? I would think no way. However, it seems that students who fall into this category are given a complete ID number that starts with 666, and I would guess that no valid SSN starts with 666, so that would be a partial explanation. Ultimately, even if this is some DS shenanigans, I don't really think it's worth our attention considering that they seem to be engaged in much more obvious evil actions than this.

They must feel invincible now, like they’ve got everything under control. My buddy and I were texting yesterday about all of these Dems not running for re-election. I said that it was a good sign. He’s more of a pessimist. He thinks that they have something evil planned.
I think it’s a good sign! We’re up to 25 dems resigning and 12 republicans. Normal is 12/13 (I think each). We do have to see who they’re replaced with but if you had the majority there’s no way you’d want/allow so many to leave. It puts your standing in jeopardy.

I don’t necessarily think the government is purposely being nefarious by using the mark of the beast (from the Bible) number but was just sharing because I thought it was interesting that they would even use that number at all.
