I've notice he make a soapbox speech every time his vote won't change anything.
It's pure theater.
Also he opposed President Trump's massive tax cuts for the same reason, because they were going to pass with or without his vote, so he did his little impotent dance for attention just like he always does.
Here's 16 pages of bills that he has submitted. He can only submit them. He cant vote them into law all by himself.
Here's a couple of them at random;

S.158 A bill to prohibit Federal funding of Planned Parenthood Federation of America.
S.2359 A bill to restore Second Amendment rights in the District of Columbia.
S.1074 A bill to remove the extension of the sunset date for section 215 of the USA PATRIOT Act.
Creating lots of red tape isn't necessarily a good thing.
His bills are intended to remove red tape! Congress works the opposite of progress.
More laws = less laws.
