Interesting, for sure, but I dont think we can count on flag fringe to be our clarion call for anything. Hell its probably a volunteer intern who manages the flags on the stages, and probably folds them like a freekin blanket.

The Netherlands national FLAG is without a gold fringe. And I have never seen it with one. This goes for many EU member-states UN-member-states.
This does convey the idea that the country is sovereign, however, it has not been sovereign since 1673 for several reasons. A max that can be applied is suzerain, or autonomous in certain areas.
What would really cook your noodle, is whether the USA still has a title 4 flag or is it relegated to using flags that look like it, but cannot be title 4 lest copyrights are being transgressed against.
