If I'm not mistaken there's no IP protection for those not behind a VPN.
I get what you're saying, however that's also the reality if you're using the internet in general without a VPN.
I don't want anyone getting ddos'ed or what have you. Session Messenger or Jitsi would probably be a safer suggestion.

You can set up a Matrix server for free. It's E2E, meaning it's quite safe.
There's also a GuiIded and T.me server. You can find threads about it everyday, though it's less about politics.

It's a fun "wild west" chat app from internet 1.0. It's still going strong with many internal communities that have been around since the inception of the app.
What server do I join? How do I join a random chat? Default seems to be Libera and doesn't work

There are too many features to list and admittedly I haven't joined an mIRC chatroom since 2005! LOL
However, if you download and install the app, you get a full readme. The app isn't fancy and looks like it jumped straight outta Windows XP, but it's a good way to connect with people and start servers.
