The Oregon state Constitution does not reconcile with these types of mandates to begin with.
Factually speaking, no state does. Directly against the US Constitution.

And there is a 'ton' of other Codes and Statutes stating similarly. So what happened? I'll tell you this.
It was the Patriot Act along with the Emergency War Powers, which was a declaration of war against the American people and its Constitution implemented that is overriding all of our Constitutional Rights. This must end.

Another "unknown fact": we've been in a perpetual "soft" martial law since 2001, which how all those things you mentioned got passed in the first place. No president has ever de-escalated that martial law since....we're still in it.
Congress declared war (Authorization for Use of Military Force (AUMF)) on September 14 2001. We have been in a wartime status ever since. It has not ended.
No wonder the media is lock step with the government/ds.
